the "manly" was intended as snark - partly as an oblique reference to Arnie's famous "girly men" reference to the legislature and partly to the "kiss my gay ass" expletive by the sponsoring legislator which allegedly triggered the reply.
"I fuck you" as a response to "kiss my gay ass" is childish and does not, I suspect, convey quite the message the governor intended.
