"Reinserted"? Huh? Odd terminology,.

The Senate didn't "re-insert" anything. They put JWST in their appropriations bill. (No one expected the Mikulski machine not to.) The House didn't put it in their bill. Two bills, one with it, and one without it. They have to fight it out in conference.

Ethan's headline -- "News Flash: James Webb Space Telescope SAVED!" shows that he doesn't understand civics or legislative process. Being a theoretician will do that to ya, dont'cha know.
