On paper it sounds like a good idea, but under the current administration it's only asking for trouble -- the Bush DoJ has it in for porn producers to begin with and they'll use any excuse they can to shut it down.

I'm not sure there is a reasonable solution at the present time, which is sad because it does seem there is a need.
