Consolidation...to me that connotes a cost savings. Efficiency. And somehow even more cash is required to gain this efficiency?

Boy, I sure am glad they went in and explicitly took out the SBIR set-aside so we could have more money to stimulate the economy in worthy ways such as these, as opposed to all those SBIR grants that are, unequivocally and without exception, full of shit.
