Is this really sea level rise? Sinking and rising of atolls have been very common in history. Is everything caused by AGW?

On the whole, New Guinea tends to go up, not down (there are plenty of raised terraces indicating this). My understanding is that this is mainly an effect of sea level rise. (As in ice cap melting and warming of the sea causing MSL to go up)
