I have seen the memo which describes how well torture works, and it's not even classified. Extraordinary Popular Delusions and the Madness of Crowds, by Charles Mackay, first published in 1841, chapter 10: The Witch Mania, describes how thousands and thousands of people in Europe were made to confess their crimes of witchcraft through the use of "enhanced interrogation techniques."
