My first impression is savannah sparrow because of the streaked breast and the yellow stripe above the eye, but I'm not too familiar with the sparrows in Washington state.

I'm going to say Savannah Sparrow, based on the "yellowish supraloral", "whitish median crown-stripe", "fine streaks", and "white belly" (Sibley).

Savannah sparrow for the yellow eyebrow, streaked breast, and pink legs. I had to check the date of the photo; it wouldn't be around in Washington this time of year.
