As negotiators headed home after two weeks of intense haggling, the White House complained that the agreement did not do enough to commit major emerging economies such as China and India to big cuts in greenhouse gas emissions.

  Negotiators at the climate change conference in Bali have secured provisional agreement on a document on cutting greenhouse gas emissions. The document launches talks that will end in 2009, but - as demanded by the United States - it lacks specific mention of targets for emission cuts. The EU wanted to commit rich nations to specified emissions cuts, but the US, Canada and Japan were opposed.

  Amid growing frustration with the United States over deadlocked negotiations at a United Nations conference on global warming, the European Union threatened Thursday to boycott separate talks proposed by the Bush administration in Hawaii next month. Humberto Rosa, the chief delegate from Portugal, which holds the rotating presidency of the European Union, said the discussions next month would be meaningless if there were no deal at the conference here this week on the resort island of Bali.   The UN's chief says that calls at the Bali climate talks for rich countries to slash their greenhouse gas emissions by 2020 may have to wait for later negotiations. "Realistically, it may be too ambitious" to set guidelines now, UN Secretary-General Ban Ki-moon told reporters on Wednesday, even as he urged the United States to be flexible. "Practically speaking, this will have to be negotiated down the road." The conference, which ends Friday, is being held to set the stage for negotiating a successor to the Kyoto Protocol, the landmark climate change treaty that expires in 2012.
