I wouldn't take the use of Iwo Jima flag-planting as a reference to WWII, but as a reference to current justifications for the perception (whether intended by US or not) of flag-planting still. The image is not about WWII.

Hmm, "current justifications for the perception (whether intended by US or not) of flag-planting still"? Where did the US justify such a perception? Or did you mis-speak and intend to say "current justifications for flag-planting," in which case I'm curious about where we are "still" flag-planting. In Iraq?

It seems to me that editorial cartoonists who employ that style typically intend such a drawing to be taken in at a glance. The message comes bundled with the drawing's gestalt.
For me, trying to deconstruct that cartoon to analyze its components seems like a distracting tangent.

Where are we flag planting other than Iraq? How about the Czech Republic and Poland? We could also list one or two former SSRs, not to mention all the other current US military bases overseas. And those are just a few of many, depending on how many administrations you would like to go back. (I use the term "administration" rather than GWB's preferred "government", as in "my government.")
