George W. Bush will have a brief opportunity to know what it is like to
be in command, when VP Dick Cheney undergoes surgery to replace his
automatic implantable cardioverter defibrillator. White House
spokesman Tony Snow told reporters, “This will be an historic occasion.
Under the terms of the 28th Amendent, for the first time
ever, VP Cheney will hand over power to the President.” He
noted that it will be the first time the 28th Amendment has been
invoked. He did not, however, disclose the full contents of
the 28th Amendment, citing national security risks.
The Justice Department indicated, thorugh a high-ranking official, that
they would refuse requests for the text of the Amendment.
Speaking on condition of anonymity, the Attorney General
pointed out that it is much more difficult for terrorists to break our
laws, when they do not know what those laws are.
