Well, we know "they" aren't on Earth, probably aren't in the Solar System, may not be in the Milky Way, and even which Universe is unclear, so it could be true...

Fixing the 70,000 highway bridges rated no safer than the one that just fell down equals the budget for one year spent defending our overseas oil suppliers in Iraq.
