Looks like a Double-crested to me too, Neil. Second-winter juvenile, should be adult & ready to breed next year.
Thanks for the help Neil & wolf. I usually put these photos up as I'm headed out the door at about 6 in the morning, so I didn't have time to pull Sibley's off the shelf.
As you'll probably see in some other pictures, this animal has a busted wing, and I think it's part of the collection along with two large gulls that are also injured. They seem to do quite well snatching fish that the seals don't eat.
