For the moment, I will optimistically spin it as Slate being an unreliable and often-wrong source, or as eliding significant detail.

This blog post has a lot more detail about how the taskbar works, but I confess that I'm really uncertain about whether it will prove to be a good idea. I also wouldn't be surprised if it changes a lot between now and release.
