2007 year budget to clone the 2006 budget with no earmarks or emergency appropriations
This implies no increases for NASA or NSF.

This is otherwise know as "find some place to cut". Guess where.
Hopefully the American Competitiveness issue will let NASA and NSF be exempt from the flat funding.
