Eric Bogle's "And the Band Played Waltzing Matilda," originally written in the early '70s, is undoubtedly one of the best modern anti-war "folk" songs. It was first brought to the US by the singing of Priscilla Herdman (available on iTunes).

"Some drunk punk" is Shane McGowan. The band is the Pogues - probably one of the greatest Irish groups of the 80's and certainly forefathers of bands like Flogging Molly and Dropkick Murphys.

The Pogues were amazing to see live - a fusion of Irish traditional music and punk attitude.

"And the Band Played Waltzing Matilda" is on their first really successful album, the wonderfully titled "Rum, Sodomy and the Lash".
