Depends... are you on the panel this year?
As is, the blog is for-pay contract work, not listed as an outreach activity.
I have alluded to the possibility of it becoming, in part, outreach. So far, in proposals that were not funded, though the panel liked the idea of the outreach.
This post would be more E and less PO though
