These turtles are not engaging sexual activity. Courtship for this species (Trachemys scripta) occurs underwater. What you see here is one turtle merely climibing over the back of another turtle, proabbly in order to take advantage of a basking site. It is common to find turtles stacked on top of each other in this way, especially when basking sites are at a premium or when overcrowding is evident (both common characteristics of urban turtle ponds).
