You seem to have made a copy&paste error that cut the name short. It is Läntinen Pukkisaari (Western Goat Island). And it is not near Helsinki, it is well within the city limits.
For those who don't get the walking-on-the-water joke, it doesn't refer to the snow. There is lots of water below it. Most of the white area is sea that has frozen over. BTW, a nice place for kayaking in the summer.
