Looks like a juvenile White Ibis molting into its adult (white) plumage.
Seems to be an immature white ibis (Eudocimus albus) with 1st spring plumage.
White underparts, pink bill.
I saw 5 of these today in a 180 acre field planted in cotton. They appeared to be grazing on the two-leaved, just emerged cotton seedlings. One was a juvenile, with similar plumage to the picture, but with more white. The other four were all white, with the characteristic red faces. I spotted them from Highway 14 East, and turned on Attala County Road 402, and viewed them for about 15 minutes with 15 power Bushnell binoculars. This field is located in Attala County, Mississippi (central MS approx. 50 miles north of Jackson, MS)
