I'm going to call that a breeding-plumage pigeon guillemot. I'm basing that on the "thin, straight bill", the apparent extent of the white on the wing, and the little hint I can see of "bright red feet" (Sibley).
Good call, John, but you missed a crucial field mark -- it was photographed in Oregon.
