It's a Ruff in non-adult-male-breeding-plumage. It has a pot belly and small head, a shortish thick neck, and a dark, slightly downcurved bill. Its belly is white and there's white feathering around the base of the bill. Its breast is mottled, unlike the streaked breast of Common Redshank. That species should always show some red at the base of its straight and narrow bill. Spotted Redshank is an elegant, long-necked and long-billed species with a long thin red-based bill.

And last but not least, it is facing the camera for maximum confusion just like other Ruff quiz photos.

I would have said Common Redshank, but the bill, belly, and belly feathers match Ruff, winter plumage. Ruff!
