Not quite classical conditioning. Dwight is cued by the bell to expect an offered Altoid, but he only gets the reward for his interaction with the experimenter.
If the bell rang and the candy fell from a dispenser, Dwight could be classically trained. But since his action is required for the connections to be made, this training includes operant conditioning.
