For me if there's an interaction then there's a decoherence. Look, if a system is {A and B}, and A interacts with B, but {A and B} is isolated from the rest world, then {A and B} is coherent, but B with respect to A is decohered. It means mathematically, that off-diagonal terms of density operator, written in the basis of interaction hamiltonian eigenstates, tend to decay. Physically it means that A and B becomes entangled, that's why, due to superposition can't be observer, but eigenstate do can, each A sees some B.
