I'm just so confused by the mis-matched quotation marks that it overpowers the all-caps mania ...

The biggest lie in Washington is "I'm resigning to spend more time with family." People who care about their families don't get political jobs where one has to work seven days a week and work overnight regularly in the office. Usually this excuse for resigning is issued in advance of an indictment.
