Northern pygmy-owl, based on the breast streaks, lack of ear tufts, "spotted crown", and "narrow white bars" on the tail (Sibley).

I know this is way late - but the latin name is incorrect. Strix varia is the Barred Owl. The Northern Pygmy Owl is Glaucidium californicum.
