Was that image shot as a RAW or as a JPEG? If it is a JPEG, then the "damage" is already done, there is little to be done to recover the blown away areas. If it is a RAW, then the exposure can be adjusted to some degree.

For stuff like this, people are doing what is called HDRI imaging - taking multiple exposures over a range of F-stops, combining them into and HDRI image and then "tone mapping" them.
