I'll take a wild stab at American Avocet because of the upturned bill.

According to "A Guide to the Nests, Eggs, and Nestlings of North American Birds", Am. Avocet has a thin black ocular stripe, and an all dark, pointed, slightly upturned bill.

It's an American Avocet chick. As I recall, the Black-necked Stilts had blueish feet. I spent a summer tromping around in the bird refuge this was taken in. :)
