Shower before swimming? Where? never saw a shower near the lake... oh you mean in them swimming pool things.

If you have running water, or an entire lake of some decent size, then the public hygiene implications of not showering at quantitatively different than if you have a hundred people in a stagnant 1000 m3 pool, whether enclosed or open.

Main pool where I grew up had stout elderly custodians with large mops, any teen or pre-teen who tried to duck the showers got a swat of the business end of the mop and a lecture on hygiene. The grown ups knew better.
