I'm calling that a female Lawrence's Goldfinch, based on the goldfinch-y beak and the distribution of yellow plumage.
I think that it is a female Lawrence's goldfinch. I used Thayer's Guide to North American birds, picked Arizona, bird size, and wing bars along with the over all color. the search came back with a handful of choices. Some were obviously not the right one, but the Lawrence's fit the bill, for sure.
